TATSUMI SEIICHIRO
The secretary of EnMaCho, though he holds more power than one would think his position entails. He used to be Tsuzuki's partner but they worked as a pair for only three months. He still cares about Tsuzuki, in fact, he's a generally nice guy though he can be scary at times, such as when Tsuzuki questions his orders. As well, Tatsumi is a relentless man who isn't afraid to use his powerful shadow magic if the need arises.
Morikawa Toshiyuki was the man who gave Tatsumi a voice, and the one other role of his that I've seen is Shikara in Himiko-den.
WATARI YUTAKA
The brilliant scientist of the group, Watari is a very friendly, caring individual, although a little strange at times. He knows his way around the computer and gets excited when faced with a challenge, even under grave circumstances. His spare time is spent on odd little inventions, and is almost always seen with a little owl named 003 perched on his shoulder. As a Shinigami, he is responsible for watching over the Kyoto area.
Watari's seiyuu is the incredibly talented Seki Toshihiko, who you might recognize as Legato from Trigun, Count D from Petshop of Horrors, or Duo from Gundam Wing.
KONOE
Konoe is the chief of the division, and he is the one who assigns the Shinigami their cases. His is an office job so he's never out in the field, but he does know magic and is teaching it to Hisoka. Sometimes he goes and pays the Earl a visit, and he has a sweet tooth (but not as extreme as Tsuzuki's).
Nishimura Kazuto was his seiyuu.
THE EARL
Not much is seen of him, literally; The Earl is just a floating mask and two floating gloves (not unlike the invisible man). His job is to watch over the house of candles (each candle representing a human life). In his spare time the Earl enjoys thinking dirty thoughts about Tsuzuki.
The Earl shares Hayami Sho's voice talent with Muraki and Watson.
WATSON
Watson is the Earl's faithful manservant, not much more can be said.
His voice was also provided by Hayami Sho.
KANNUKI WAKABA
Wakaba is a female Shinigami, and she really isn't shown much in the series. I'm sure she has a larger role in the manga. Anyway, she seems like a nice, cheery person.
Her seiyuu was Shiratori Yuri, who was also Mokona and Primera in Rayearth and Kiryuu Nanami in Shoujo Kakumei Utena.
GUSHOSHIN BROTHERS
They're the twin gods who work in the Library at EnMaCho. They always are there to aid the Shinigami, whether it's field work or research. When it comes down to fighting however, all they can do pretty much is float there and watch.
Nakanishi Yumiko was the seiyuu of one of them, and Mizuta Wasabi was the other.
