Tsuzuki is a Shinigami, and the main protagonist of Yami No Matsuei. His love of desserts and tendency to procrastinate aren't the most helpful traits, but he's a very powerful Shinigami and dedicated to helping people. He has numerous Shikigami (creatures he can summon) at his disposal, which only makes him all the more powerful. Tsuzuki has been a Shinigami for over 70 years, having died back in the early 20th century.
Beneath his overly cheerful exterior lies a tortured soul. Tsuzuki is different from everyone else, in the fact that he isn't entirely human; demon blood runs through his veins. All he ever wanted was to be normal and accepted, but all he ever found was alienation and hatred. When he was older he was institutionalized, and for 8 years he neither slept nor ate. In his more coherent moments he would slit his wrist, trying to end it all, but his body refused to die. He had no money of his own or friends to pay for his stay, but he was allowed to remain in the institute because the doctor who ran it was fascinated with him and studied him very carefully; coincidentally this doctor was Muraki's grandfather.
When he was 26 Tsuzuki was finally granted the death he so desired, but even in the afterlife the scars on his right wrist remained. To cover the scars he wears his watch on his right wrist, an act which is unusual for a right-handed person. Like the watch, which hides his physical scars, his hides his own pain deep within himself and shares it with no one.
Tsuzuki's seiyuu was Miki Shin'ichirou, who is probably known best for his role as Yohji in Weiss Kruez. He was also both Allen Shezar and Amano in Escaflowne, and Larva in Vampire Princess Miyu TV.
